Guards

There are two guards at everyone's castle: The High Commander and the Guard at the gate. Why don't one of these two help people out whenever their castles are attacked? It should always be much more difficult to besiege a castle then it is to defend it. After all, we are behind walls and should have an advantage in defense. Perhaps to balance things castles defense weapons and siege weapons?
