Have an automatic resetable timer for it, it may be set by Guild Leader by the NPC in champion's bluff in the form of military server time. 16:00, 18:00, 04:00, etc.
This way if someone has a life they can have a nice seig time for the server, and also work their job or w/e.

Probably be some work in coding, but meh, I think it's a nifty idea.
If you didn't know what time seignior was set to you could ask an NPC, and it would tell you the time set by the leader.
If no time is set, seignior will go off at X time set by server automatically.
