Characters are bound to the server they are created on. The character logs, payment history, etc- are all for that specific server, and are oftentimes linked to other player logs if you've traded, gifted, got married etc.
Reasons it's a terrible idea: Then you have to take into account the abuse that would happen- imagine every mega casher and OP lvl 100 scion in the game all joining one server with the intent to completely kill it.
