In Level 20 they give wings then in Level 30 too.

Lucky Stars a give randomly when you attempt to upgrade your wings. The more lucky stars you have the more likely your wings will upgrade to the next level. Just keep trying and it usually help when you have a large amount of wings so you can spam.Helpful Links
