The Hoe was created by reaching a certain lvl first, therefore giving it is name. Which we all in Eden hold heartedly. I agree it needs a makeover. No suggestions at the moment, but new permanent offhand with bonuses would be nice

Could have more boosted stats..it seems already that some classes like knights can have VERY good shields...this is good principal but more stats would be sweeter..they need to add a bunch that can be upgraded and enchanted

lot of knights have capped reduction as well. so don't think too much reduction should be main point. more cast and attack speed is always nice, if was possible a special heal skill that used the heal stat would be nice. anyone who's not a priest can't use that. but to get full soul people have to get it. think there should be special bonus's because of those things/things that will actually help a lot of people in many situations=impossible not to help. that's my opinion anyways

This is good but I think several shud be made and that enchantment should be added...however r2 arnt allowed to make this

it needs upgrading yes, but the suggested amount is way too small.
we also need to be able to enchant it

Ok like really? A lvl 70 or higher knight shield can give more defense then the upgraded HoE if you were gonna make an upgraded version put mo stats into it so knight can actually take advantage of it
