I don't know if it's your server but in mine it's not hard at all to join a bath party.

You just have to pick the right time. Obviously don't try to make a bath/ladder party while a big event (lucky guess, avernal, seng) is going on. Don't do it while Seignor is on either.
Other than that, most of the time you can get a party going in 1-5 minutes for bath and 1-20 minutes for ladder.

Or if you can't get a party up, solo it. It's better than not doing it at all. Plus you get your src. Have fun!
