Have a GM on at all times

Yes and no there should not be a button/active GM.... a moderator maybe but GM no too much money invovled there and too much time wasted.... but mods are free and can be called in great supply(too bad our server is full of trolls right? )

there r way too many servers and gms and mods can not be on all the time ..................

I visit a few servers occasionally.. when I really need to, though. o.o
Most of the time, I don't need to be involved.
I also just hate grinding to Lv. 20 to talk in world chat :P

Basically if it is a bug, then post about it in the forums. People will test it, and Mods will test it if no one else is. If it is found to be an actual bug then the Mods will take it to the GMs.

Also, the GMs do come to the forums... sometimes. They used to a lot more, but there are a LOT more servers, a lot more players, and a LOOOOT more games than there used to be on R2s site. Remember that.

If you just think that there are issues in your server that need to be addressed because of chat issues, or abuse of things and you think that you need someone to pop into your server more often than they do, then let the Mods know. I know that VT and Shadow both pop into our server (S39 Merged server with 5 R2 servers, Dovo, and Joyo servers) and snoop more often that people realize they do. I know that Shadow is on often, for I see him. And they give out warnings to people in chat that are being inn inappropriate or whatever. I have also seen them handle people that do not heed their warnings. And I see them on more often when there have been lots of issues brought to them.

But then remember that having a Mod watching your server often can also not be the blessing that you hope it is. I remember that one time my husband got muted for no reason LOL it had been over 30 minutes since he even said anything in chat, but when he tried to talk again he had been muted. He was pretty bummed out but I laughed soo soo hard (he is my real life husband, so I actually got to LISTEN to him complaining about it)

If you do get the Mods to come to your server and chill for a while, make it interesting for them. VT likes to play hide and seek games with us, and he likes to do like mini quiz games where he asks questions about the game and we all get to answer. Talk to them. Let them know that you want them there. And do NOT be jerks to the Mods if they come to your server. It is a sure fire way to get them to be jerks back to you, and to keep coming back to be jerks to you haha (amusing for me to watch of course, so if this starts happening, let me know so I can make a toon on your server and come and watch hehe)

But no one is going to have constant Mod supervision on their server. There are not enough Mods for that, plus Mods do not technically work for R2, they volunteer, their OWN TIME! So it is kinda selfish for you to ask for one to always be available. The GMs who DO work for R2 really are probably busy working on other things to sit and monitor your server for bugs, or to monitor your chat sessions. And having a button to call a GM or a Mod when you need help is a horrible idea. Honestly, have you used the ticket system lately? LOL Not just that, no GM or Mod would actually answer that call button after the first 87515588221 prank calls. Not to mention that everyone would LOVE to speak with a GM, but that just does NOT happen. You have a problem, bring it here to the forums, if the Mods think it is a real problem, they will handle it and make sure that a GM takes a look at the problem at the very very least.
