I don't really play CS very much, but when I do, I notice that almost every single R2 server has a few bots spamming in world chat. These bots never stay for very long, but I think that there might be a way to help thin out the crowd of bots that are flooding our servers.
To sign up for an R2 account, you have to enter a verification code. I suggest that in exchange for some crystal/diamonds/other R2 in-game currency, you have each player send a secure link to their email address that lets them verify that they aren't just a bot. I understand that this may be annoying to people with a lot of alts, but I'm pretty sure that there's an option that allows you to change your email.
