The cooldown for Sipho Kiss is 4 MIN 20 SEC, that is way too long considering the skill only hits for +68%+4841 at max level. For a skill that just drains mana and has a chance to stun...
30-50 seconds seems more like it...
Also the skill itself should probably be tweaked too, in pvp the stun is almost impossible to trigger if you are fighting a match opponent, you need to have them hit you 4-5 times at least and you have to survive being hit for 10 seconds before the stun goes off, the skill should reduce the targets Mana every time you hit them not the other way around, rangers aren't exactly the most resilient classes after all.
