Did you spend the dragon crests or just collect them? you need to have 100 in your inventory to be able to collect mount, not just collect 100 or spend 100 but actually have that many in your bag.

yes agreed with gemmi u must have 100 dragon crests and then u can collect and 100 dragon crest will be gone
