Do gms use characters to make players spend more to rank?

I have a random player who showed up in my server recently who never contributes to anything server wise and is almost never on to participate in anything other then rankings. For example he was never once in the ranking system at all this entire SS Tycoon and I wake up and find him in 2nd with over 90k points when just last night he wasn't even ranked. Now sure this guy could be a hardcore spender, but what person would drop that much money on this game and not even play it?

Hes not ranked in Gems at all. His only rank is in Elemental Dust with a monstrous 21k which seems highly unlikely even with Djinni Merchant in only one day.(technically 8 hours)
