What to do???

I have seen on almost a daily basis a player using deeply offensive language. He/she gets around the censor by splitting the words apart. This player also tries to bully other players on the server. I would like to know if there is a way to silence this player since the moderators seem to NEVER be on when this offensive player decides to curse us with his/her presence.
