Angel Exp?

Is this normal? My lvl70 Styx (and other lvl70 angels including nyssa and amora) Requires over 5mil exp for the next lvl, whereas my Fortuna (and Vienna) require less than 3mil exp to lvl up. Just wondering if its supposed to be like that cause i used over 200 angel tears to lvl my styx and she didnt lvl, and that sucks 'cause 200 is alot to me.
