Is new skill Arcane lighting really need 75 rage to cast?

i just hit 2.10 awakening skill and choose arcane lighting as my initial skill, that it says just need 75 rage to cast.



but when i tested it, this skill did not trigered when my rage reach 75, but its trigered when i have 100 rage,

from 1st round, my GW 75 rage = trigered, my MC 75 rage=normal skill


then, my dragon totem + 25 rage, my main 100 rage = trigered.


my main 95 rage = normal skill

ah yeah, sorry.. its casting but "no fire under my char" i did n't notice till i remove my dragon totem

yea, theres an error with this skill, but only graphical. i got confused too
