I have heard many issues like this. I don't experience it myself but some friends lv60+ from regional FB group experience this. Some even worse can not open the roulette at all. I can not open roulette immidietly in my other account, have to do some dailies before it opened. But some players really can't open at all. I'll ask them to post SS here, please check this issue.
