It's very normal, others had the bad luck to get it full to be able to evolve it.
All I can say is .... Random evolve, there isn't a " point " or number when all angels evolve.

well you arent doing so bad, i had an angel need the whole thing blue before she would evolve. Its all luck and some people/angels have better luck than others.Comment

I have found that sometimes if one evolve takes alot the next one will come sooner, iam not saying this will happen for everyone,just my own experienceComment
