If you have Valkyrie Crest you need 1500 Topaz Hero-souls to recruit her from Astral Tavern, then you can Evolve her ( if you reached the requirements for it ).
The Tavern does not show that you own the crest, but if you have the Topaz hero-souls and the crest in your inventory, you can recruit it.
