CS expiration

This is a very general question but also very curios, why do they put a cut off time for CS at 11?
with all the players playing around the world this is a very 24 game, somewhere at anytime there will always be 14 players willing to play CS
Just want to know why the cut off the time?

This won't change with nothing if they'll make it non-stop or not.
I may agree that the opening time and closing time are a bit late/early but 10 hours per day for CS it's ok for everyone to farm/get 3 attempts done.
