serious or joking? if serious, then no its not a bug cause you can always get 1 level higher of char level if you get lucky and get the explosive enhance. would be more impressed if you had a gear at 91 (plus that would be a bug). hahahahaha -
It's not bug.
Being level 89, with a bit of luck you can make a gear +90 ( or all, that being if you are full of luck ), but it's no bug.
