Anyone else having problems with thunder storm not upgrading, I have 24 books but no arrow to upgrade.

Do you have the awakening level needed to upgrade it? its cut off on your picture but to open the first is lvl 4-10 stars, so maybe you need to upgrade your awakening level for it to upgrade again? -
If you have the Awakening level ( and stars ) required by the skill, you can upgrade it.
A mythic book requires 4.10 to unlock it, so I suppose to level it to level 2 might need 5.10 or 6.5, not so sure.

Your awakening needs to be at level 5, 5 stars before upgrading mythic skills to level 2. It is stated right below your number of skill books bar where your screenshot was cut off.
