I've been getting this kind of bug recently, it was once in a while, but it happened a lot recently.
Here are the SS I provided with the time zone I'm playing. It showed 3/3 attemtps even tho I've cleared once.

, my guess its a punishment for those who like to get in war, and then leave it when points enough. Since you can collect if you are in war. And when it finishe you get the collect screen 
and can collect. If leave mid war or have battle is last sec cant collect the reward
