Have you tried to equip on any of your heroes?

That mostly means, you have left, upgrade/ improve on it. Recyde/ return all to 0, and try again. Aslo check sockets.

remove stars and sockets and you be able to use it. if they are even +1 on any stat you wont be able to recycle.
Has to be +0 upgrade , 0 star, 0 socket. And you be bale to use it for recycle/synthing higher .And as it shows you have improvement let on eagle claw,

For stars look into improve tab if you have any of them, you need to recycle them and then you can recycle armament.
