They changed that offer dimes dont count if its 1 dime, dev decision. So its real recharges, or it might work if in free offers you make 298/299 dimes per day.

Event was changed at beginning of August, devs made it so that free offers doesnt count for hot event.

So you can get extra dimes, and could do the recharge history bonus, if can get enough of offers for free, or just simply real recharges. But they fixed that 1 dime worked as recharge since gta saw it unfair to those who had no option for free offers, as could read on gta forums.
