hero skill bugged FQ and FAME HUNTER

Have you tried to clear cache and cookies?
Also did you do any inherit between those heroes recently?

it haves the BR intact so is nothing wrong...u must just refresh the page u cant have hero level 99 with zero experience and all weapon lvl 100 with zero experience ...just refresh the page.

what nothing wrong did see my hero skill it was lvl 1 only but my upgrade was lvl 36 and in batle also lvl 1 only IGN kaneki lvl 100 server ranger quary 137

This is kind of known bug, which was reported, inheriting it between heroes is fix, but it can be an issue if you dont have unupgraded gold hero.
