Hello. As far as I can see from the screenshot posted, I believe those shards are for a sylph and that your toon is bit over lvl 60. To recruit sylph you need to access Divine Realm >> Sylph, which will actually happen when you are least lvl 70 (if I can recollect it well). Just keep playing and level up your toon and soon you will be able to unlock this feature, too.REQUIRED INFO: Don't forget to provide your IGN, server name & number and screenshots for the issues & problems experienced.
