Good morning. It might be simply a glitch (it occurs sometimes). Still AP is accessible if you are going to Village and click on Phoenix then Confirm button under the message which pops up on screen.http://prntscr.com/w7jazz
Also, please come with your whole data details and do not crop the screenshots posted, which need to display the whole game page with all details visible (character name, server). Thank you.

Please click and open the screenshot I previously posted for you, I have marked you there the locations
. On the game page, top right corner, click on the world wheel then choose the Elf Village world/map. Check on the map and you will find the Phoenix somewhere in the center of the map, next to the Nocturna statue. Anytime AP is up and running Phoenix will also pop up there.
