Nope, it only rewards top 20 and i think when points are tied precedence is given to players to attain the points first.

I know this is the ranking post but have a question why wont the house of cards allow me to trade in my 7 of hearts and spades cards? I have 13 of these 2 cards and could use those points to get a card I do need. You can exchange everything else why not these?
