If they do not pay the raffle, or they rig the raffle in some way or they do not properly administrate the raffle in such a way that fraud occurs and yet having a simple solution they do not use it(rollback is simple solution for tycoon), then this is a CRIME.
Even though you did not actually pay for the raffle itself, the raffle was an inducement to spend money extra money that would have not otherwise been spent.
Please do not speak of consumer law when you have no idea what you are talking about.
