Berserker Claw HP skill

I have a question about Claw's skill, in the description it says that Lower Character HP = greater DMG inflicted, well my q is when u say character HP do u mean Claw's HP or the enemy's HP?

claw's hp. I believe the ratio is 1% dmg per 2% hp dropped

Oh i see, and that would be overall HP or when loosing HP in battle? because if is overall HP then u would want to use many HP gems, right?

it is based on the percent of hp that claws lost in battle not hp pool
