Not everything has to be stated since it's obvious that you need 30 points to rank and there's only 10 vacancies

it is 30 points to rank, the 40 is the number of points the player in 10th place has. so for this case, yes you need more than 40 to get ahead of someone on rank but its not a typo or mistake. and since you only see 1-10 and not 1-10 then 11+ its only the first 10.
