Major item bug

The items from Cross server Odin's Blade , Odin Staff and the dagger are BUGGED.IT'S Mentioned they have 12% chance to return amount of damage on hit , but they return health EVERY HIT! PLEASE FIX THIS IT'S ANNOYING AND THE PEOPLE WITH THOSE KIND OF WEAPONS ARE IMMORTAL.

When attacking or casting skills recovers 12% of users health

Dont see the 12% chance you say those items have. Has never been a chance to recover, but guaranteed to recover 12% hp.
But indeed, that item is overpowered.
