Bug reports and ticket issues are just for display?

I tried submitting a ticket for my issue that's been running for over a week now, but submitting a ticket says "Temporarily not available".
For more than a week I've been trying to battle with a ****** ruined dragonsouls that i can NOT even upgrade, so what's this? A ****** display that you guys put up to help who? NO ONE. *** *** *** IT ALL
