I know the title sounds correct, But this should not be happening when a skill is "Dodged" There was no PS or FM with his Thunderclap, It clearly hit 0 targets and was dodged on the first round yet still induced the proc of Odins Blade.
Now If i was to attack, And my icy jab was dodged by all targets i do not get a heal from Loki's Staff.
As you see later in this battle, The paladin misses his normal attack and does not recieve a heal as the weapon is designed to work.

I've had prior discussions about the proc from the weapon, and it was confirmed that an attack that is dodged does NOT provide a heal.
