Can anyone confirm if the archangel/seraph helmet reduces the healing capability of the enemy from Hecate AND their healing weapon, or just from Hecate?

if my understading is not wrong ir reduce the "receiving" amount aka if X is under the buff when he get healing from anywhere , that amount is reduced by 10% or wte is the effect from seraph , as for if damage reduction % on hecate reduce its healing , i have no clue
