Does Enchant Transfer When You Upgrade Gear?

If you have a lvl 70 Royal Ring, and you are upgrading it to a lvl 80 royal ring. If you have +8 enchant on the ring, will it carry over to the new lvl 80 ring or will it start over? Again this is using an old ring as material, not crafting a new one form scratch.
