you need to be level 70+ to get level 5 holy crystals from bonding

What lvl crystals you get from angel bonds depends only on your level. If I remember it right it was after level 60 (may be wrong .. it may be 70) that you start gettin level 5. What level of crystals you get you can check hovering your mouse pointer over the 5 circles (those with Valor Power Belief and so on). It'll tell you possible drops including crystal level.

To get crystals from bonding all depends on luck... Another way is from arena shop.
