Define OP.
If I'm correct ( if not someone can correct me ), you can get any hero you want from HOC if you gather enough cards for it, and play it " smart " .

im referring to the heroes in the enigma tavern. i havent spent any lotto vouchers. i only draw 10x common chest a day. and i havent swap any cards. because i dont know if those heroes is possible to get considering a free player i am

Then yes, you can.
Using the MOP ( Master of Poker ) event on small HoC's, you can get alot of cards that later you can swap for ruby ( enigma tavern ) heroes, or shards for their evolve.
One example is Hecate - 1200 cards while the event is up, and when you see her Crest, get it.

they are possible if you have patience to save up vouchers. if you wait for hoc AND master of poker to be out at the same time, then you need at least 1200 card vouchers to get all those cards master of poker gives you (as long as they dont change the highest amount from 60k). Then depending on the hero you want, you may also need to plan to have additional points to be able to rank in the top 5 for the other joker. takes some planning and lots of patience, but getting the heros from hoc is possible as a free player.

you can save lotto vouchers from one event to the next....i did that and used up my 1200 this time around

You can wait 1-2-3-4 months and then when you see MASTER OF POKER on hot events ( else don't use the cards ), and have 1200 cards, use them, and you'll have anything you need to get whatever RUBY hero from ENIGMA tavern.

You can save them and use them to get K and/or Q/J cards, depending on which heroes you aim for ( seeing they can be exchanged, JOKERS AND ACES CAN BE GAINED ONLY ).
Jokers, Kings, Queen, Jacks, Aces - Gained through master of poker event by reaching 60k you get anything needed.
Something to remember : Main goal is to get aces/jokers, other cards you get them either by getting 10/20/30k on master of poker, either gain points and exchange them.

just save , don't use card for nothing . when reach 1200 cards , use at small HOC + MOP = 1 joker L 4 joker S + 4 ace spades + 4 ace hearts , that minimum you will got (not count rank prize) >>> chose hero that you want

That wrong the minimum without ranking reward is 1 L 3 S and 3 of each ace
