no, they're very useful
and it also based on their level, not only their stars
but yes, upgrading stars is the fastes yet hardest way to boost your stat

i have 3k serap stone main angel is majestic 2 guardian angel agre good other 2 are legenday better evolve 2 legenday or better keep stone for main angel ?

If u are lvl 50-60, best setup is deploy majestic, put main's GA on celestial, and other three on legendary.

Lvl 60-70 Opt 1, Deploy to Unearthly, main's GA keep celestial, all others mythic/celestial if u have enough (expensive)
Lvl 60-70 Opt 2, Deploy, Majestic Angel, main's GA to Majestic, all others try to get to Mythic. (OKish for free players)
Onwards: Max them all lol
Or

Lvl 60-70 Unearthly, main's Mythic, rest legendary.
Onwards: Max them all

angel's attack got dodged and your main's not strong enough to beat the hell outta his/her main
true it works against most ppl though
