Simple question. Can I "upgrade" a garnet (purple) to totem with a topaz (orange) totem so that the garnet totem becomes topaz? If I can will I need the evolve resources to go from garnet to topaz again? I want to use my topaz fire totem to create a second topaz dragonsoul by using it to upgrade a lvl 1 dragonsoul. Thanks.

No you can't.
Only way to evolve a totem is :
Have 2 purple fire totems, level both of them to 30, buy the resources required for evolve, and you'll get the Topaz Fire totem. ( 1 Totem will be sacrificed in order for the other one to evolve )
Other way, it's not possible.
