Is tornado better at pvp while bad at pve?

It's all situational. Kind of hard to explain, since it really just requires some experience with the game to figure out which one you want to use in the given situation, but here's a few examples.
- You're in PvP and facing someone with a strong main but a bunch of throwaway heroes. You want to use Tornado Blow so you can take down that main as fast as you can.
- You're in PvP; you have a backrow striker and you're facing someone with their main in front and Hecate behind them. You want to combo Bladestorm + your backrow striker hero to take out the annoying healer quickly.
- You're in PvP and your opponent is an archer main who gets lots of annoying shields. You want Tornado Blow because it hits three times, so archer shield only blocks one hit (1/3 of your damage).
For PvE it's more dependent on the setup of the mobs. If Bladestorm's going to just hit one mob you don't want to use it, but if there's a convenient line of mobs, you'll do more damage with Bladestorm than Tornado Blow. -
if u already lv 70.. take shadowstrike... better than tornado blow...Comment
