any angel that has 100% chance to hit targets is the best angel, I think all go to lvl 90 at this point that can do it.

Lol, Athena of course. She hit's 100% and her special skill is to lower enemy's attack. But getting her is whole other thing. From the ones you can get easier - Raphael is best.

I dont look at athena as a possible angel unless your the top 1%, no reason to include impossible angels in this. Those that can get her most likely already have her and those that dont most likely never will

serrin is free, 90, and 100% hit

I wonder if fortuna with awakening stones at level 90 and 95 has a 100% hit too, does anyone know?

as GA, don't underestimate little claudia, with awakening stones until 80 level she has a lot of dodge!

nice suggestion, I avoided her because she has a lot of agility but she seemed not very strong...
