Gears Skills (Enforce)

Just wondering to have a system which giving each gears (helm, mail, ring, and so on) a skills.
Skills like on heroic and above, but with only add ATK, DEF, END and so on in battle.
Perhaps need some item and doing specific thing in forge (Enforce) ?

You mean like, helmet gives more 5% hp? Isn't that done already with imperials?
