loading issues

is there anyone who knows what to do if the game can't complete the loading. if i try to reload it by pressing f5 key or clicking on the button to refresh the loading page. i've tried everuthing i can think of. i restarted my pc, logged out and back in and even tried another server. it seems that the game loads like it nogmaly does but when it's 100% complete the chat pops up allong with a black screen and yellow letters saying the online pack is still cooling down. after that it pops back to the loading screen.
if anyone knows what to do, please let me know, i would really appreciate it

Have you tried to delete history, cache cookies?Also tried to change dns?
