Can any of the Mods explain this

How can i get the first one which says recharge 299? the lowest available for me to recharge is 499

And for the last one covered by angel tears, is that or 2999? or 29999?
if it is 2999 can i get that by recharging 3999? because there is no option for 2999....and if it is 29999 , well too expensive

It's 2.999
As for first one, that's only for FB Platform, which belongs to GTA.
No other platform has that option to recharge.
