what should guild lvl be 100 and flag 50 that this gets challenging

Instead of complaining why don't you all just donate to your alliance to increase your lvl, then enemies becomes stronger, kick everyone who don't donate for less competetion

to be sad ppl are hardly donate in the alliance since it gives nothing, it is different if you compare to guild donate.
