Sylphs add extra stats to the hero you put them on, and they change their skin also.
You get items ( Purgatory souls ) from Alliance expeditions and other events which you can train them to boost their stats on the hero they are.

To activate a sylph you need the badge/icon for it.
Once you have it, you click on :
City Features => Sylph Hall => The sylph you have ( Oceanic spirit as example ), Summon it => Train it using purgatory souls after putting it on a hero you want to boost stats.
