They do not always add in free materials for events. Very rarely they do that but i seen it a few times.

No one said you had to spend diamonds. There is voucher section. It is setup this way during CS tycoon to get cashers to spend a bit more to fight it out for better positioning. Or do you feel they should not run a business in their game. which is rhetorical because the business keeps the game open

Usually they don't have it during the first day of event, most likely the 2nd day or the last day. If Group tickets show up it will be replacing lotto vouchers.
