Where I can to synth a Leoric badge

Got 200 Leoric shards from store of luck, but cant find where I can synth this leoric badge. Anyone can help?

You should be able to find it at Forge --> synth-> items(chest looking icon) under sylph. Which is lvl 70+ feature, so you might need to get to lvl 70/71 to get to synth it if havent yet.

Yup as Anti said, it can only be accessed on you hit Level 70. I had the same issue until I hit 70 then the sylph badge section appeared into the Forge.
