Trouble with Dragon Souls and Totem

I’ve been playing this game for a while, and have finially unlocked Dragon soul and the Totem. But the real problem is that it will not let me acess them. My Dragonsoul icon is black an white, and the Totem icon is no where to be found! One of my friends said that his wasn’t avaiable till he got to be level 61, why have it avaiable at 60 if thats not the case?
