What to inherit into Fury weapons???

Just a quick question...which kind of weapon can be inherited into a, let's say, Staff of Fury? I wanted to change over from an L2 Imperial Staff and it can't be inherited...tried an L1 and an S1 and neither one is working either....

Hello whisper. I've just tried from a S2 and it worked, it also did for Glory, as in the pic attached.

That's totally weird....I took all the gems out and put the L2 on another character and now it did inherit into the Fury staff...I don't get it..
